When I first arrived in Cambridge I was approached by an aspiring criminologist, Roger Hood, to write for a local journal, a special issue of which he was editing. This essay is the result. It was my first foray into social science and appeared in Cambridge Opinion 23: Criminology, 1960, pp. 38-40.
